Avondale Estates began in January 1924, when George F. Willis bought 1,000 acres about seven miles east of downtown Atlanta, including nearly all of the village of Ingleside, to build a garden suburb. Inspired by a trip to Stratford-upon-Avon, he gave it Tudor Revival storefronts and English-flavored houses with half-timbered gable ends, steep front gables and stonework around the front door. The historic district went on the National Register in December 1986, and in late 1990 the city adopted its own preservation ordinance and a local district.
Those rules reach the roof. In the local historic district, design review covers any change to an exterior feature, and the city will not issue a building permit until the Historic Preservation Commission grants a Certificate of Appropriateness. The 2020 guidelines say roof pitch and shape on Preservation Designation homes shall not be altered, a few special roof types must be kept or replicated, and most other roofs may be replaced with composite shingles. Even original gutters and downspouts are protected, with any replacement matching in material, size and design.
The town plan was built around trees. The 1986 National Register nomination describes streets lined with dogwoods, crepe myrtles, oaks and maples, many dating from the founding and already large and mature. Those trees are part of the district's character, and they are also what comes down in storms. On May 4, 2017, a National Weather Service survey found an EF0 tornado that began about 0.6 miles north of Avondale Estates near Forest Glen Circle, breaking several large branches and uprooting a few trees.

Usually two. The city's permit page lists roofing work as needing a building permit, and in the local historic district the preservation commission has to issue its Certificate of Appropriateness first. Some minor work is reviewed by the building official instead. We can give you the shingle and materials details the application asks for.

The tree has its own paperwork: the city's permit page lists stump grinding as work that needs a permit, and removing trees can bring in the tree ordinance. The roof is our part: new decking where the limb broke through, a tight seal over it, and any gutter it tore down hung back in place.
