Decatur bills itself as the first city in DeKalb County, and its planning office says the town was largely built out in the 1920s with Craftsman bungalows. The census backs that up: 42 percent of homes here were built before 1960, and the median home dates to 1975. The other half of the story is new construction, with about 36 percent of homes dating from 2000 on. So the house under a Decatur roof can be close to a century old or barely ten years old, and the two need very different conversations.
Decatur has five local historic districts: Clairemont Avenue, McDonough-Adams-Kings Highway, Old Decatur, Parkwood and Ponce de Leon Court. Work there requires a Certificate of Appropriateness from the Historic Preservation Commission before the city will issue a building permit, though repair and maintenance can go through a staff-level Certificate of Exemption. The city's design guidelines ask owners to repair roofing in kind where possible, to remove old roofing rather than layer a new roof over it, and to leave open eaves open. Every replacement we do is a full tear-off, so the second one is already how we work.
Trees are the bigger roof risk here. A canopy study presented to the city commission in March 2021 found trees over about 57 percent of Decatur, more than 70 percent over its residential neighborhoods, and an abundance of older trees. NOAA's Storm Events Database shows what that means in bad weather: a very large oak crushed a car in Decatur in July 2003, and in August 2005 a possible downburst knocked down several dozen large trees across the Decatur, Scottdale, Clarkston and Tucker areas.
Since Decatur's Tree Canopy Conservation Ordinance took effect on March 21, 2022, the old allowance of three healthy trees every 18 months is gone. Taking down a risky tree needs a city permit backed by an arborist's risk assessment, and a dead tree needs a dead tree affirmation statement sent to the city. For a roof, that splits the job in two. The tree side runs through the city and an arborist. The roof side is ours: replace the broken decking, patch the shingles over it and seal everything so water stays outside.
"David did a stellar job on my roof. It’s really beautiful. I own rental properties so he has actually done a few roofs for me and lots of repair and maintenance on my older roofs. He is easy to work with and so reliable."

Yes. The city's permit page says building permits are required when the work includes any roofing. If your house sits in one of the five local historic districts, the Historic Preservation Commission also signs off first, through a Certificate of Appropriateness or, for repair and maintenance, a staff-level Certificate of Exemption.
Under Decatur's 2022 tree ordinance, removing a risky tree takes a city permit backed by an arborist's risk assessment, so the tree itself belongs to its owner and an arborist. Once the limb is off your house, call us. We will tell you plainly whether a patch holds or the damage reaches far enough to rethink the whole roof.
The city's design guidelines favor half-round or plain rectangular gutters with plain round downspouts, and they advise against vinyl because of its short life expectancy. Under Decatur's tree cover, the bigger job is setting gutters and downspouts so water runs off the roof and away from the house instead of spilling over the eaves.
